Luxury packaging manufacturer for the United States

Last updated: 9 October 2026

We manufacture custom luxury packaging in China and ship it to brands across the United States, to the door and duty paid. This page sets out what we make, the minimums, the US duty as of October 2026, and how long it takes to arrive.

What we make for brands in the United States

Luxel Pac is a custom luxury packaging manufacturer for brands across the United States. We produce rigid boxes, folding cartons, luxury carrier bags, pouches, e-commerce mailers and the branding accessories that hold a packaging suite together. Finishes include foil stamping, embossing, soft-touch lamination and Pantone colour matching.

Every format below is made to your specification rather than adapted from a stock size. Minimums differ by format because the tooling and set-up behind each one differs.

Minimum order quantity by format. Each product page carries the full specification, and we confirm the minimum against your artwork when we quote.

What US duty applies to packaging made in China?

Boxes and cartons made in China from paper and board pay 37.5% duty on entry to the United States, as of October 2026. The ordinary duty on them is zero. The 37.5% is two Section 301 tariffs that apply to goods from China.

Rigid boxes enter under tariff code 4819.50.4040, which the US schedule names "rigid boxes and cartons". Folding cartons, and rigid boxes that fold flat, enter under 4819.20.0040. Corrugated mailers enter under 4819.10.0040. All three pay the same 37.5%, and we confirm the code for your design when we quote.

The duty is charged on the value of the goods, not on the international freight. Sending an order by air instead of sea changes the freight cost but not the duty.

Two small customs fees come on top. The Merchandise Processing Fee is 0.3464% of the value, within a floor and a cap per entry. Sea freight also pays the Harbor Maintenance Fee of 0.125%. There is no VAT or GST on imports into the United States.

On DDP, delivered duty paid, the duty and the fees are inside our quoted price. The number on the quote is your landed cost. US tariffs on goods from China have changed several times since 2025. Every quote uses the rates in force on the day we issue it.

Which packaging pays more than 37.5%?

Paper carrier bags and jewellery boxes are the two to check before you order.

Paper carrier bags made in China also pay US anti-dumping and countervailing duties, under orders in force since July 2024. For most Chinese makers, those duties come to more than the value of the bags.

Two kinds of luxury bag fall outside the orders. The first has handles made wholly of woven ribbon, with a folded top or with knots or T-bar ends holding the ribbon. The second is made from board of 300gsm or heavier, because the orders cover paper and board below that weight.

Rope and cord handles stay inside the orders. For a bag bound for the United States, specify ribbon handles with a folded top, or board of 300gsm or heavier. We check every US bag design against the wording of the orders before we quote.

The US classes a box shaped or fitted to present jewellery, lined and made to keep, as a jewellery box under heading 4202. Covered in paper, it pays an ordinary duty of 20%, with the Section 301 tariffs on top. Send us the design and the DDP quote will carry the duty for the code it takes.

How long does packaging take to reach the United States?

Allow 12 to 16 weeks by sea to a door in the United States, counted from the day you approve the pre-production sample.

  • Pre-production sample: 7 to 10 days to make, plus a few days by express courier.
  • Production: 4 to 6 weeks for most formats, starting the day you approve that sample. Simple accessories run shorter and food-safe work runs longer; each product page states its own.
  • Sea freight: around 7 to 9 weeks to the United States.
  • DDP clearance and delivery to your door: one further week.

Put together, this is what to plan against.

Total time from the day you approve the pre-production sample, production included. Add 7 to 10 days before that for the sample itself.

By air cargo, allow 6 to 8 weeks in total, and by express courier 5 to 7 weeks, which suits smaller consignments.

One order can travel both ways. The quantity you need for launch goes by air, and the balance follows by sea at sea-freight cost.

For holiday stock on the shelf by early November, sign off the artwork by the end of June if it travels by sea. After that, air cargo protects the date.

Is packaging from China still worth it with US tariffs?

Compare landed prices and you have the answer: our DDP quote, with duty and delivery inside it, against a domestic quote for the same specification.

Make that comparison first on rigid boxes and hand-finished work. Wrapping, lining and fitting magnetic closures are hand work, and the skills and tooling for them are concentrated in China.

How our China production and Dubai office work together

Our production is in China and our office is in Dubai. The making sits in China, where the tooling, the hand-finishing and the material range for luxury work run deepest. We match each construction to the facility that does it best, supervised by our own team.

You deal with one company throughout rather than a broker in the middle. Quoting, artwork and approvals run through the same people from the first message to delivery.

Starting a project from the United States

Send us the product, the quantity, the finish you have in mind, the delivery city and the date you need it. If you have artwork or a dieline, include it. You will have a considered reply within one working day, with a price, a material recommendation and a production timeline.

Samples are charged, and once your deposit is paid the pre-production sample is free. Payment is a 30% deposit to begin production and the balance before shipping, and we accept US dollars.
